BO's system should be an improvement over CoD4's, since there's a lot more flexibility in how you advance a given weapon group (SMG's, snipers, assault rifles, etc.). The customization stuff is mostly just superfluous cheese, of course, but there is some substance there with the unlocks.
Overall, it's closer to Killing Floor's perks mechanic if you want to focus on a particular weapon group, though the advantages will be balanced for PvP. "Balanced" is, of course, a relative term, as I'm sure there will be a couple of perks that will be labeled "cheap" within hours of the games release (and for good reason).
